Three of the fourteen weights are unaccounted for
The six rotating events carry weights of 4, 3, 1, 1, 1 and 1 — eleven of the fourteen. Add the percentages in the table above and they come to about 78%, not 100%.
We do not know what occupies the other three. It may be clear weather with no event at all, or events nobody has documented. No source we can trace states it either way.
We are pointing at the gap rather than rescaling the figures to look complete, because a table that sums to 100% by construction tells you nothing about whether it is right.
Three things wrongly listed as weather
Tornado is the Wind Staff gear's ability, not a weather event. The original game does have a Tornado weather, which is where the confusion comes from.
Werewolf is real Fall Harvest content confirmed by an official badge, but it is not weather and its mechanics are genuinely undocumented.
Day, Night and Sunset are times of day. Weather rolls independently on top of them.
